Pervis Payne is a 53-year-old black man, with an intellectual disability, sitting on death row in Shelby Tennessee, for the 1987 murder of a mother and her 2 children. His execution has been stayed many times, and he is now attempting to present to the court proof of his mental handicap, but on April 9, 2021, a new date will be set, for him to be put to death.
Many people have come to Payne's aid claiming...
1) There is evidence to prove his innocence,
2)It's unconstitutional to give a death sentence to someone with an intellectual disability, and
3) That DNA of an unknown male was found but never tested.
Is Pervis Payne a vicious murderer who deserves to be put to death? Or was he a bystander wrongfully accused and now paying the price, for someone else's actions?
